About the Role
Our client, a leading civil engineering and water infrastructure contractor, is seeking an experienced Quantity Surveyor to support the delivery of water, wastewater, civil engineering and MEICA projects across Ireland.
The successful candidate will be responsible for preparing accurate cost estimates and tender submissions from first principles, managing project costs throughout the lifecycle of contracts, and supporting commercial negotiations with clients, suppliers and subcontractors.
This role is ideally suited to an ambitious Quantity Surveyor with 4–5+ years' experience in a fast-paced contracting environment who is comfortable working across both civil engineering and mechanical/electrical infrastructure projects.
Reporting to: Frameworks Manager
Estimating & Tendering
- Prepare detailed first-principles estimates for civil, mechanical, electrical, instrumentation and automation works
- Develop labour, plant, material and subcontract build-ups from first principles
- Analyse drawings, specifications and contract documents to identify project requirements
- Obtain and evaluate supplier and subcontractor quotations
- Prepare tender pricing schedules, bills of quantities and commercial submissions
- Identify project risks, opportunities and cost drivers during the tender stage
Commercial Management
- Monitor project costs, budgets and forecasts throughout delivery
- Prepare monthly cost reports, valuations and cashflow forecasts
- Assess subcontractor applications and prepare payment recommendations
- Manage change control, variations and compensation events
- Support contract administration and commercial correspondence
- Assist project teams in identifying cost-saving opportunities and mitigating commercial risks
Procurement
- Support procurement strategies for major civil and MEICA packages
- Negotiate supplier and subcontractor agreements
- Evaluate technical and commercial submissions from vendors
- Assist in the preparation of subcontract documentation and purchase orders
Reporting & Stakeholder Management
- Work closely with Operations, Engineering, Procurement and Project Management teams
- Provide commercial advice to project managers and site teams
- Prepare reports and presentations for senior management
- Support client meetings and commercial negotiations where required
Essential Requirements
- Degree qualification in Quantity Surveying, Construction Economics, Engineering or a related discipline
- Minimum 4–5 years' experience in a Quantity Surveying or Estimating role
- Experience within a fast-paced civil engineering, utilities, infrastructure or building services environment
- Strong understanding of first-principles estimating methodologies
- Experience pricing civil engineering works including earthworks, concrete structures, drainage, pipework, underground services, and roads and paving works
- Experience pricing MEICA works including mechanical process equipment, pipework systems, pumping stations, electrical installations, MCCs and control panels, and instrumentation and automation systems
- Strong commercial acumen and negotiation skills
- Excellent numerical, analytical and problem-solving abilities
- Proficiency in Microsoft Excel and cost management software
- Full clean driving licence
Desirable Experience
- Water and wastewater treatment projects
- Design & Build or DBO contracts
- FIDIC or Public Works Contract experience
- Asset replacement and capital maintenance programmes
- Knowledge of Uisce Éireann standards and specifications
- Experience with NEC or other collaborative forms of contract
